Every resident of the State of Israel has the right to receive medical services according to the National Health Services Law. In other words, they have the right to:
- Register as clients at a HMO of their choice without conditions or limitations due to age or health situation
- Receive all the services included in the health basket from their HMO judged medically necessary, at a reasonable standard of quality, within a reasonable period of time and at a reasonable distance from their homes, given with respect, privacy, and doctor-patient confidentiality.
- Receive information on which hospitals, institutes, and doctors collaborate with their HMO - And select them from a list according to choice of service provider arrangements

Who needs to register at a HMO?
New immigrants: New immigrants must register at a HMO of their choice upon arrival in Israel. They are insured from the date of their registration
Children born in Israel who are registered in the Population Registry: Children are registered in the same HMO as their mothers (who are generally the ones receiving the allowance). If both parents or the mother are registered with Meuhedet, the child will be registered immediately with Meuhedet. If the father is the only Meuhedet client, the “Registering an unsupervised newborn at the father’s HMO” application must be filled out by both parents and signed by the mother.
Residents aged 18 and up - Residents who reach the age of 18 years old maintain their registration with the same HMO. It is important to verify the registration. Residents between the ages of 18 and 18.5 who apply for a transfer to a different HMO will be immediately transferred to the new HMO (without waiting for the transfer date).
Soldiers performing mandatory or set service: The IDF is responsible for providing health services to soldiers on mandatory or set duty. On discharge, soldiers return to the HMO they were registered at before enlisting. It is important to verify the registration with the HMO. Soldiers can transfer to another HMO online or by mail during their mandatory or set service. On discharge, they will be registered as clients of the new HMO.
Israeli residents living abroad - Residents of Israel who have lived abroad and continued to pay National Insurance Institute fees as required will remain registered at the same HMO. We recommend verifying the registration. Clients who travel abroad for an extended period of time will not have their rights diminished as long as they are considered residents of Israel according to National Insurance Institute regulations.
We suggest that Meuhedet clients who travel abroad for an extended period of time continue to pay their National Insurance and Meuhedet enhanced insurance (Adif and Si) fees to keep their privileges intact.
Clients residing abroad are not covered for medical treatments that take place outside of the country. We therefore recommend purchasing a travelers’ health insurance policy, which can be done here.
Clients who have lost their residency status also lose their rights as HMO clients as well as their enhanced insurance (Adif or Si). On their return to Israel, clients must present themselves at the National Insurance Institute to reestablish their standing. They then enter a waiting period (for each year spent abroad, clients must wait one month, for a maximum of a half-year. These terms are dictated by law). These clients’ children will be insured immediately without this waiting period. Clients may only obtain an exemption from the waiting period through the National Insurance Institute. Clients may also purchase a Meuhedet insurance policy for foreign clients for the duration of the waiting period to ensure their coverage.
