We are proud to present the Meuhedet program to provide medical services to nonresident clients (persons who are not permanent residents of Israel).
This program provides:
Target population
A person residing in Israel who does not receive national health insurance and under the age of 65, such as the following: returning residents, yeshiva students, students studying in Israel, children of returning Israelis who have yet to receive an ID card, adoptees or children in a waiting period according to section 58 of the law, foreign workers as defined in the Workers Law (1991), tourists, diplomats, foreign citizens, people who do not wish to receive Israeli residency from National Insurance, and citizens who have lost their Israeli residency (due to staying abroad).
Conditions for membership
Registration for this program is subject to program regulations and requires a health declaration.
Nonresident program members who are children of Meuhedet clients and reach the age of 18 will be required to submit an application form, including a health declaration, in order to maintain their membership.
Babies born to parents who were program members before the child’s birth will be entered into the program
For coverage to start, clients must meet the following conditions: submit their application in writing, set the terms of membership for the applicant’s family members if any, receive Meuhedet authorization of the request, and pay for the first four months of membership.
Basket of medical services
Clients of the medical service plan for nonresidents receive a basket of medical services which parallels the state health basket, with adjustments to better serve the target population of nonresidents.
Meuhedet also offers other services which will be described in more detail further on. The privileges granted by this program are subject to Meuhedet policies and limitations.
Primary medicine - family medicine, pediatrics, and gynecology.
Specialty medicine -Diagnostic services and treatment by specialists employed by or under agreement with Meuhedet, after referral by the treating doctor at Meuhedet and subject to Meuhedet policies.
Hospitalization -At public hospitals under agreement with Meuhedet with no waiting period, subject to a Meuhedet payment guarantee (except in emergencies).
Emergency room -Coverage of expenses caused by emergency room visits, as outlined in the program regulations.
Medications -Pharmaceutical services at Meuhedet medical centers across Israel, as well as the hundreds of external or private pharmacies under agreement with Meuhedet.
Home visits -A nonresident member in urgent need of medical services at times when the clinics are closed and who cannot reach an urgent care center may order a home visit by a doctor. The service is available in the evenings from 19:00 to 06:00 the following morning as well as on Saturdays and holidays. The service is provided for a co-pay fee of 135 NIS per visit.
Urgent care centers - Nonresident members may The service is provided for a co-pay fee of 27 NIS per visit.
Urgent ambulance evacuation - Nonresident members who arrive at a hospital during a medical emergency via ambulance and are hospitalized are entitled to have the costs of their payments to Magen David Adom refunded.
Private institutes and laboratories - Meuhedet provides access to tests at imaging, diagnostic, or gastroenterological institutes and laboratories, as well as to elective services, with a referral from a Meuhedet doctor and authorization from your clinic office. Test results are viewable on the “My Meuhedet” section of our website. You can also receive them directly from your treating physician.
Physiotherapy -Available at Meuhedet institutions with a referral from a Meuhedet physician.
Complementary medicine - Acupuncture, shiatsu, chiropractic services, homeopathy, the Feldenkrais Method, and other treatments are available at Meuhedet Complementary clinics with no waiting period.
Eye exams -Nonresident members receive a range of medical eye exams at Meuhedet clinics.
Wheelchairs and walkers.
PPD exams and lung imaging.
Vaccinations against tetanus, rabies, and diphtheria.
Amniocentesis tests for women aged 35 and older at the beginning of a pregnancy.
Payment of membership fees
- Membership fees are pegged to the consumer price index.
- The maximum age for joining the nonresident plan is 65.
- Family membership fees - A family made up of a couple or more is eligible for a family price ceiling. There are no restrictions on the number of children. The price will be set according to the age of the older spouse.
- Nonresident members and their families who wish to retain continuity of their rights when they leave the country may do so by paying for the duration of their stay abroad (which may not exceed six months). The fee is set at 50% of the regular rate.
- According to Meuhedet policy, after the first fee (an advance charge for the first four months), membership fees must be paid once a month by automatic bank transfer or by credit card.
- To be clear, nonresident members pay the same fees and charges for all individual contributions according to the rules and regulations as members insured by the national health insurance law.

Restrictions
Meuhedet does not provide and/or refund purchases of the following medical services:
- Medical care outside of Israel
- Medical care of difficult diseases including Human immunodeficiency virus infection and acquired immune deficiency syndrome (HIV/AIDS) and/or conditions resulting from those diseases and/or birth defects and/or disorders including hereditary diseases
- Treatments and medications for impotence, sexual dysfunction, male or female fertility, or artificial insemination of any kind
- Medical care for preexisting conditions that predate the member’s registration
- Child development treatments
- All types of genetic tests
- Childbirth or Caesarean section
- Medical treatments required due to mental illness, self-harm, attempted suicide, use of drugs, or as a result of criminal acts or civil offenses
- Gynecological services for pregnant women who have spent less than 9 months in Israel
- Mental health services and/or psychiatric hospitalization and/or hospitalization in a psychiatric ward
- Cosmetic services
