Holocaust survivors: Rights and services
At Meuhedet, we care deeply about those of our clients who have survived the Holocaust. We offer specially tailored services for these clients with understanding, sensitivity, and a deep knowledge of their situations and needs.
We are actively working to identify Holocaust survivors among Meuhedet clients with complex health situations as well as Holocaust survivors who have not contacted our medical staff in the past year. A dedicated telephone hotline is at your service at 077-2703757 from Sundays to Thursdays from 08:00 to 18:00 and on Fridays from 08:00 to 11:00. The hotline is staffed by a professional team in Hebrew and Russian and provides assistance in scheduling appointments, information about rights, preparation of medical prescriptions, and information about treatments and services.
Exemption from payment for medications for Holocaust survivors
Holocaust survivors are exempt from paying for medications in the Medications Basket. Someone who has been legally recognized as handicapped according to the The Invalids (War Against the Nazis) Law or The Invalids (Nazi Persecution) Law are also exempt from paying for medications not included in the basket if the medications are intended to treat the injury that caused the handicap.
The Foundation for the Benefit of Holocaust Victims in Israel
The Foundation provides assistance in the following areas:
• Short-term nursing care (for 50 hours) for patients who are not eligible for legal nursing care from the National Insurance Institute and meet our criteria. To receive this support, please contact the social worker at your clinic or department (in case of hospitalization).
• Patients granted long-term care benefits by the National Insurance Institute (totaling 150% at least) receive an additional nine hours a week of nursing care. To receive this additional care, start a chat with a representative here.

Mental health support for Holocaust survivors
There are three main organizations which provide mental health care to Holocaust survivors in individual or group settings. The treatment is free of charge with authorization from the Holocaust Survivors’ Rights Authority. Holocaust survivors who are confined to their homes may receive mental health care at home. Work accident care
According to the agreement signed by Meuhedet and the National Insurance Institute, we provide treatment to clients who have been recognized by National Insurance as having been injured at work.
Work injury victims are defined as people who have been injured in a work accident or who have an occupational disease.
A work accident is an accident occurring during or due to work, including accidents on the way to or from work and accidents under conditions outlined by law.
An occupational disease is a disease incurred during or due to work and which is included in the legal listing of occupational diseases.
Filing a claim with the National Insurance Institute for recognition of the injury (due to an occupational disease or a work accident) allow patients to receive a pension.
Claims involving work injuries must be filed with a branch of the National Insurance Institute within 12 months of the date of the injury. To submit your claim, fill out National Insurance Form 211 and submit it to the branch of the National Insurance Institute in your area of residence.
As a rule, treatment is provided within the borders of the State of Israel. Applications for medical treatment abroad will be judged by the Meuhedet Committee for Overseas Treatment. The Committee will authorize your claim if it finds that the necessary treatment or an alternative treatment are unavailable in Israel.
If you require urgent first aid due to a work accident and you are unable to receive treatment at a Meuhedet clinic or at a clinic with an agreement with Meuhedet, you are eligible for a fiscal refund for the medical treatment under the following conditions: you submitted the Preliminary Injury Form (N.I. 250) and a Meuhedet authority authorized both the urgency and the need for treatment.
Medical services offered to patients recognized as work accident victims:
Medical care: Therapy includes laboratory tests, physical rehabilitation, X-ray tests and therapies, radium treatments including treatment with isotopes and similar materials, examinations by specialists, psychological treatment, hospitalization (including nursing hospitalization), medications, convalescence, medical rehabilitation, treatment with anesthetic injections, and supply of orthopedic and medical devices including various prostheses, teeth, dentures, hearing aids, glasses, orthopedic shoes and other personal devices. To obtain these, submit two price offers validated by certified authorities before purchase.
Clinical and hospitalization services: Medical and para-medical treatment at Meuhedet clinics or institutions, as well as hospitalization at public hospitals, according to the judgment of the clinic doctor treating the injury. In cases where Meuhedet authorizes treatment outside of the clinic, we will cover treatment costs up to the cost of a comparable treatment at Meuhedet or hospitalization at a medical institution (public institutions or others recognized by the Ministry of Health).
Travel to medical treatment: Travel costs incurred during treatment of work injuries will be refunded in full.
Refunds will be given under the following conditions: the National Insurance Institute must declare the client the victim of a work accident; a doctor must verify this declaration; the travel must be for treatment related to the injury; the referral for treatment must be from a Meuhedet caregiver or a managing doctor (if the caregiver is not employed by Meuhedet); the type of transport (bus, taxi, ambulance) matches the injury; the travel costs meet accepted rates (clients must present the original receipts).

Road accidents
As of 01.01.2010, HMOs cover the costs of treatments due to road accidents. Additionally, clients injured in road accidents are exempt from payment of the copay for services received after the accident which are included in the health basket. Medical treatments not included in the health basket and other damages connected to road accidents remain the responsibility of insurance companies as outlined in the Road Accident Victims Law.
Road accident victims who have paid for services included in the health basket may contact their clinic for a refund. Attach the receipts, Israel Police confirmation of the accident, and a medical document proving that the medical service was given as a result of the road accident injury (such as a discharge form from the ER, doctor’s referral form, and the like).
